The United States of America is the only state that is actively opposed to the new
International Criminal Court. US opposition to the Court can be traced back to the adoption of the Rome Statute of the International Criminal Court (Rome Statute) in 1998, where the USA was one of only 7 states to vote against adoption of the Statute.
On 31 December 2000, however, President Clinton signed the Rome Statute,
which was a positive step in favor of the Court. However, the US position has changed dramatically since the new administration under President Bush took office in 2001.
Then there was the Tragic 911.
On 6 May 2002, the US government took the unprecedented step of repudiating its signature
of the Rome Statute and began a worldwide campaign to weaken the Court
and to obtain impunity for all US nationals from the jurisdiction of the Court.

The Downing Street Minutes are still being swept. How about grabbing that broom and smacking some heads with it ? These "Minutes" reported a July 2002 meeting of key
British Cabinet and other officials, held when Sir Richard Dearlove, head of the British intelligence service, MI6, returned from a trip to Washington. It revealed that the decision to go to war had already been made by that point: "Military action was now seen as inevitable," the notes by British national security aide Matthew Rycrof revealed. Dearlove reported, "Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD.
But the intelligence and facts were being fixed around the policy."

Semantics are the key argument, while brushing aside the REAL ISSUE ! That's right, Intelligence is Extremely Subjective these days. USA TODAY chose not to publish anything about the memo before today for several reasons, says Jim Cox, the newspaper's senior assignment editor for foreign news. "We could not obtain the memo or a copy of it from a reliable source," Cox says.
"There was no explicit confirmation of its authenticity from (Blair's office). And it was disclosed four days before the British elections, raising concerns about the timing."

The Timeline for these instances are interesting. Before Clinton leaves office at the
White House, he finally signs the USA into the Rome Statute for The International Criminal Court.
Bush is placed into the White House and then only 8 months later (9/11/01) tragic attacks on
American Soil happen. In May 2002, the Bush Administration refuses to have anything to do with the ICC. In July 2002, The Downing Street Meeting takes place.
March 2003 Iraq invaded.
Why refuse to be included in an International organization fighting for human rights everywhere around the Globe? Their reports serve well when they can be applied to further agendas, but any report that now includes the Administration for crimes against humanity is scoffed at.
